There was a regular meeting of the Flemingsburg City Council Monday, April 11, 2011 at 7:00 p.m. in the City Annex.  Council members present were Ricky Hurst, Isaac Sapp, Scott Manning, Georgianna Sparks, Meredith Story and Van Alexander.  Mayor Martin L. Voiers presided.

 

Councilman Alexander led the Pledge of Allegiance. 

 

Donald Miller of 110 Second St. in Indian Fields addressed Council regarding his neighbors using cannons to scare away the birds in his neighborhood.  Miller noted that he was a Viet Nam veteran and the noise from the cannons had caused him great distress and illness.   Miller asked that the City stop allowing the cannons to be used for this purpose and find another solution.  Council is considering this matter.

 

Minutes of the March 14th meeting were presented.  Councilman Alexander moved to approve.  Councilman Manning seconded the motion.  All were in favor.

 

Council discussed making a contribution to the Fleming County Water Rescue and Recovery team.  Councilman Story felt the City should only contribute half of the total amount contributed by the county.  Citizens living in the city pay both city and county taxes and the city’s population is less than 20% of the county’s overall population.  Councilman Story moved to contribute $1,000 to the Fleming County Water Rescue and Recovery Team.  Councilwoman Sparks seconded the motion.  Council voted as follows:  Hurst-yes, Sapp-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

City Clerk Joy Roark presented the second reading of Ordinance No. 4-11-1 regarding concentration levels of discharges into the City Sewer System.  Councilman Story moved to approve.  Councilman Manning seconded the motion.  A roll call was given with council voting as follows: Hurst-yes, Sapp-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

The first reading of Ordinance No. 4-11-2 regarding adoption of the 2009 International Property Maintenance Code was presented.  Codes Enforcement Officer Ben Moran reviewed the document and proposed changes.  Councilman Hurst moved to approve.  Councilwoman Sparks seconded the motion.  Council voted as follows:  Hurst-yes, Sapp-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

Vaughn Williams with Kenvirons Engineering addressed Council regarding the water plant.  Williams stated that he would prepare an engineering report to deal with deficiencies and needed improvements.  Preliminary engineering costs will be up to $18,000.  The report will be finished in 2-3 months.  Once the report is generated Council will decide whether to proceed with the recommended improvements.  Laura Jefferson with BTADD is working on an application for funding through Rural Development.  The preliminary engineering report has to be completed before the City can apply for funding.  Councilman Story moved to proceed with the preliminary engineering report.  Councilman Alexander seconded the motion.  Council voted as follows:  Hurst-yes, Sapp-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

Mayor Voiers recommended Bob Gossett to fill the vacancy on the Housing Authority Board and Steven Glass for the vacancy on the Board of Adjustments.  Councilman Hurst moved to approve.  Councilman Manning seconded the motion.  Council voted as follows:  Hurst-yes, Sapp-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

Mayor Voiers presented Resolution No. 11-04-1 regarding a Special Events Policy.  Councilwoman Sparks moved to adopt.  Councilman Hurst seconded the motion.  Council voted as follows:  Hurst-yes, Sapp-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

City Clerk Roark reported on renovations to the annex building creating a handicapped entrance and additional storage space.  Roark also reported that the City had contracted with Online Utility Exchange, a company that collects bad debts.  On accounts that are less than a year old the City will be accessed 35% of the amount collected; on accounts older than one year the City will be accessed 50%.

 

Mayor Voiers requested that all committees start meeting quarterly.

 

Ben Moran reported that the Property Maintenance Committee had met twice.  Among the issues discussed were funding budgeted for mowing expense related to abandoned or dilapidated properties and addressing the possible demolition of the old theatre.  Due to the location of the theatre it was recommended that the City seek help on environmental issues before taking any action.

 

Police Chief Randy Sergent reported that Police Officer Recruit Daniel Pollock would graduate from the Academy Friday, April 22nd.

 

Public Works Superintendent Dennis Masters requested that the week of May 9th through May 13th be free clean up week.  Only household items, furniture and appliances will be accepted.  No tires, oil, brush, torn down buildings, or combustibles.  Items will be picked up until noon Friday and only one free pick-up per household will be allowed.

 

Utilities Superintendent Joe Dunaway reported that the water tower on Mt. Carmel Ave. was being repaired and would take three weeks to complete.  Then work would begin on the elevated tank at the Industrial Park.  The waterline in Indian Fields has been replaced.  When the weather improves work will begin again on the sidewalks downtown.

 

Mayor Voiers reported that there was a vacancy on the ambulance board.   

 

Mayor Voiers has met with all departments and discussed concerns which included training, health insurance, equipment, and staffing issues. Mayor Voiers is looking into streamlining garbage collection and more local training opportunities.  Also being considered is a smoking policy pertaining to City properties and summer attire for City employees.

 

There being no further business Councilman Manning moved to adjourn at 8:03 p.m.  Councilwoman Sparks seconded the motion.  All were in favor.
