There was a regular meeting of the Flemingsburg City Council Monday, December 8, 2014 at 7:00 p.m. in the City Annex.  Council members present were Ricky Hurst, Kathy Moore, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Mayor Martin L. Voiers presided.

 

Councilwoman Sparks led the Pledge of Allegiance.  Minutes of the November meetings were presented.  Councilwoman Sparks moved to approve.  Councilman Manning seconded the motion.  Motion carried.

 

Mayor Voiers recognized Bill Breeze and Terry Royse with A. Ramond Tinnerman for receiving the environmental sustainability award.  Mayor Voiers read a proclamation and presented them with a plaque noting their accomplishments.

 

The police department received a grant to purchase new shotguns.  Councilwoman Moore moved to declare seven Remington shotguns, which were old and no longer needed, as surplus property.  Councilman Alexander seconded the motion.  All bidders will be subject to a background check unless they already have a firearms license.  The guns will be sold in a manner most profitable to the city.  Council voted as follows:  Hurst-yes, Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

   Mayor Voiers reported on the KRCC meeting regarding the pending transfer of controls of Time Warner to Comcast and from Comcast to Charter.  Three options recommended by Linda Ain, Attorney for KRCC were presented.  Councilman Story moved to support option #3 which includes but is not limited to entering into a settlement agreement with Time Warner to provide complementary expanded basic video services, upgrade the cable system to provide base download speeds up to sixty Mbps within twenty-four months after Charter acquires control, and TWC Midwest to pay KRCC $12,000 after closing of the Charter transaction.  Councilwoman Moore seconded the motion.  Council voted as follows:  Hurst-yes, Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

Councilman Alexander reported on behalf of the Buildings and Grounds committee.  Councilman Alexander moved to approve the future use of the old fire station for storage as needed by each department.  Councilman Manning seconded the motion.  Council voted as follows:  Hurst-yes, Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

A Safety committee meeting is scheduled for Friday, December 12th, at 8:30 a.m. in the City Annex to work on the City Disaster Plan.

 

Councilwoman Moore reported on behalf of the Parks committee.

 

City Clerk/Treasurer Joy Roark presented written financial reports to the Mayor and Council.

 

Greg Boling, Codes Enforcement Officer, provided an update on the Jody Conley property and the former Mousy James property. Certificates of occupancy were issued to Steve Donovan and Jim McKee.

 

Dave Gray provided a written report for FCA- TV.

 

Fire Chief Jerry McCloud and Travis Earlywine presented the annual Fire Department report.

 

Police Chief Randy Sergent provided a written report.  Sergent also reported that his department would be taking twelve children to ‘Shop With a Cop’.  The children are selected by the school system.

 

Dennis Masters, Public Works Superintendent, presented a written report.

 

Joe Dunaway, Utilities Superintendent, provided updates on all utility projects.  Greg Hinton and Coty Hunt have passed the Class 2 Water certification and Colby McCloud has passed the Class 1 A&D certification.  Mike Brown, who has been on worker’s comp leave, hopes to be released to return to work after December 15th.

 

Councilman Hurst reported an issue regarding parking in front of the habitat store.  Parking is limited in that area, which reduces the number of customers who visit the store.   There is currently a loading zone sign in front of the building.  It was suggested that a ‘no parking on sidewalk sign’ may be needed as well.  Chief Sergent will check with the State Highway Department to see if parking is permitted along the street.

 

Mayor Voiers reported the Council Retreat is scheduled for Saturday, January 3rd , 2015, at 12:30 p.m. in the City Annex.  The swearing in service for the mayor and council will be Monday, December 29th, at 6:15 p.m. in the City Annex.

 

The Finance Committee scheduled a meeting for Thursday, December 18th, at 5:00 p.m. at City Hall to review the educational assistance request submitted by Officer Jeremy Miller.

 

There being no further business, Councilman Manning moved to adjourn at 8:15 p.m.
