There was a regular meeting of the Flemingsburg City Council Monday, February 13, 2012 at 7:00 p.m. in the City Annex.  Council members present were Ricky Hurst, Adam Hinton, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Mayor Martin L. Voiers presided.

 

Councilwoman Sparks led the Pledge of Allegiance.  Minutes of the January meeting were presented.  Councilman Alexander moved to approve with a noted correction to line four of paragraph six.  Councilwoman Sparks seconded the motion.  Motion carried.

 

Mayor Voiers recognized students from Simons Middle School.

 

Resolution No. 12-2-1 in support of the Buffalo Trace Narcotics Task Force was presented.  Councilman Story moved to adopt.  Councilman Alexander seconded the motion.  Council voted as follows:  Hurst – yes, Hinton – yes, Manning – yes, Sparks – yes, Story- yes, and Alexander – yes.  Motion carried.

 

Mayor Voiers reported that he and Judge Foxworthy had reviewed architect’s proposals submitted for the Ewing School Sewer Project and, based on the score cards, he recommended Council approve HMB.  Nine firms submitted proposals.  Councilwoman Sparks moved to approve HMB as architect for the Ewing School Sewer Project.  Councilman Hurst seconded the motion.  Council voted as follows:  Hurst – yes, Hinton – yes, Manning – yes, Sparks – yes, Story- yes, and Alexander – yes.  Motion carried.

 

A meeting of the Public and Personnel Safety committee was scheduled for March 12th in the City Annex.

 

                City Clerk Joy Roark presented a written report including the balance sheet, income statement, check registers, cash reserves, and debt schedules for all departments.

 

Codes Enforcement Officer Ben Moran reported on changes to subdivision regulations.  Moran noted that several meetings had been canceled due to not having a quorum and stressed the need for board members willing to attend the meetings.

 

Mayor Voiers reported that the City was continuing to work on the quality of the access channel.

 

Police Chief Randy Sergent reported that there would be an audit of the police incentive pay Tuesday.  It is done every two years.  He is in the process of redoing the police department manual.

Chief Sergent reported that a 1999 Altima had been seized as asset forfeiture and would be sold at the first auction either at Chuck Marshall’s or Kevin Boling’s.  Chief Sergent updated Council on the case of a citizen who was bitten by two stray dogs.

 

                Public Works Superintendent Dennis Masters presented a written report of his department’s activities.

 

Mayor Voiers reported an issue of citizens receiving warnings for parking on the sidewalk on Mills Ave.  The pavement is even with the sidewalk, making it more difficult to distinguish.  It was suggested that signs be put up prohibiting parking on the sidewalks.

 

Utilities Superintendent Joe Dunaway presented an update on the Waste Water plant project.  Per Benton Hanson, the project is expected to be put out for bids in June. Dunaway reported that the new plant would be a sequence batch reactor plant.  He, David Shrout, Mayor Voiers, and Benton Hanson toured a plant in Rockford, Ill. to look at equipment.  Vaughn Williams is completing a rate study on the Water plant.  Application for funding through Rural Development has been submitted.

 

Mayor Voiers reported that the City has been funded for phase II of the Trails project for $20,000.  Fountains will be installed and possibly decorative lighting and fitness stations.  A grant for the fire department has been submitted to RD.  Mayor Voiers, Tom MacDonald, Tommy Carpenter, Councilman Story and Ben Moran have scheduled a meeting in Frankfort regarding the city’s boundary maps.

 

                There being no further business Councilman Manning moved to adjourn at 7:55 p.m.
