There was a regular meeting of the Flemingsburg City Council Monday, January 12, 2015, at 7:00 p.m. in the City Annex.  Council members present were Kathy Moore, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Ricky Hurst was absent.  Mayor Martin L. Voiers presided.

 

Councilman Alexander led the Pledge of Allegiance.  Minutes of the December meeting were presented.  Councilwoman Moore moved to approve.  Councilman Manning seconded the motion.  Motion carried.

 

Mark Leet, principal at Fleming County High School, provided an update on accomplishments and on-going improvements in the school system.  Natalie Leet and Brian Creasman, Superintendent of Fleming County Schools, were also in attendance.

 

The following property was presented for surplus: 2006 Chevy Impala, vin# 7546.  Councilwoman Sparks moved to declare as surplus and dispose of through sealed bids.  Councilwoman Moore seconded the motion.  Council voted as follows:  Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

Mayor Voiers reported that Marvin Suit is stepping down from the Industrial Authority Board and recommended Woody Reeves as his replacement.  The term is four years.  Councilman Story moved to approve.  Councilwoman Sparks seconded the motion.  Council voted as follows:  Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

               Councilman Story reported that the Finance Committee had met to discuss a request for educational assistance from Officer Jeremy Miller.  Councilman Story stated that Officer Miller had met the requirements for assistance and moved to approve.  Councilman Manning seconded the motion.  Council voted as follows:  Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

               City Clerk/Treasurer Joy Roark presented written financial reports.

 

Greg Boling presented the Codes Enforcement report.

 

Dave Gray provided a report for FCA TV.  It was noted that some residences reported service outage for several days.

 

Chief Randy Sergent presented the police department report.  There was some discussion about the county jail bill and the number of arrests made by the police department.  Sergent said approximately half of the department’s arrests were for warrants issued by the judge and that any officer, city, county, or state, could have made the arrests.

 

Dennis Masters, Public Works Superintendent, reported that Billy Barnes had been hired fulltime December 1st to fill the vacancy left by Chris Browning; Jimmy Hunt was hired January 12th to fill the vacancy left by Daryl Marshall. 

 

Joe Dunaway, Utilities Superintendent, provided updates on projects.  Dunaway stated that employee Mike Brown had returned from workers comp leave and was on the job three days when he injured his other knee.

 

There were no council comments.

 

City Attorney Tom MacDonald will discuss concerns about the buzzard problem with Councilman Story and Councilman Hurst before writing a letter to the state.

 

Mayor Voiers reported on the Homeless Veterans Challenge.  The KY Housing Association is providing vouchers for homeless vets to get housing.  Mayor Voiers also reported a complaint from a local veteran that the flags at the Rec. Park Veteran’s display were not flying on Veteran’s Day and asked for assistance to assure the flags were flying in the future.  It was noted that the lights are turned off at the end of ball season.  The Rec. Board asked for assistance to pay the light bill and keep the lights on the Veteran’s display.  Council agreed the cost would be minimal.

 

There being no further business, Councilman Manning moved to adjourn at 7:55 p.m.  Councilwoman Sparks seconded the motion.  Motion carried.
