There was a regular meeting of the Flemingsburg City Council Monday, July 9, 2012 at 7:00 p.m. in the City Annex.  Council members present were Ricky Hurst, Adam Hinton, Scott Manning, Georgianna Sparks, Meredith Story and Van Alexander.  Mayor Martin L. Voiers presided.

 

Councilwoman Sparks led the Pledge of Allegiance.  Minutes of the June 11th and June 18th meetings were presented.  Councilman Story noted that the motion to go into executive session should state KRS 61.810, section (1), subsection (B) in minutes for both dates.  Councilman Story moved to approve with that correction.  Councilwoman Sparks seconded the motion.  All were in favor.

 

Ben Womack addressed Council on behalf of the Rotary Club.  Old Fashioned Court Days will be held October 6th and 7th.  Womack requested permission to use City streets for the festival.  Councilwoman Sparks moved to approve.  Councilman Hinton seconded the motion.  Council voted as follows:  Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander – yes.  Motion carried.

 

Crystal Ruark, Fleming County Chamber Executive Director, reported on the Chamber’s activities and upcoming events.

 

Mayor Voiers opened the lone bid from Cheap’s on a new truck for Codes Enforcement and a new truck for the Street Department.  Submitted was a bid for a 2012 Silverado 1500 4WD of $21,522.00 and a bid for a 2012 Silverado 3500 SRW 4WD of $25,132.00.  Public Works Superintendent Dennis Masters stated that both trucks met the specifications.  Councilwoman Sparks moved to accept the bids for both trucks.  Councilman Hinton seconded the motion.  Council voted as follows:  Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander – yes.  Motion carried.

 

Mayor Voiers presented a list of surplus property from the Waste Water Department.  Included were a portable Tag-A-Long 4” trash pump, Cub Cadet Zero Turn mower, Statesman riding mower, Tag-A-Long single axle trailer, a 6 bent rough oak storage shed, and a garage building.  Both the shed and garage must be disassembled.  There will be a specific date and time to take down the buildings.  The bidder must take all the materials.  Councilman Story moved to approve.  Councilman Manning seconded the motion.  Council voted as follows:  Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander – yes.  Motion carried.

 

Mayor Voiers reviewed an ordinance pertaining to repair of sidewalks and a maintenance program.  Councilwoman Sparks moved to approve the first reading.  Councilman Alexander seconded the motion.  Council voted as follows:  Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander – yes.  Motion carried.

 

Councilwoman Sparks reported on behalf of the Parks Committee.  Mayor Voiers reviewed a program called Tree City, USA, noting the benefits of adding trees to City properties.  It was suggested that an ‘Adopt a Tree’ program be started to get the community involved.

 

City Clerk Joy Roark reported on natural gas rates noting that costs were down and recommended customer rates be reduced by 20%.  It was also recommended that rates be reviewed again in two months. Roark reported that books for the fiscal year were closed and ready for the annual audit.

 

Mayor Voiers recommended that Randy Hedges be reappointment to the Planning Commission.  Councilwoman Sparks moved to approve.  Councilman Hurst seconded the motion.  Council voted as follows:  Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander – yes.  Motion carried.

 

Codes Enforcement Officer Ben Moran reported there would be a public hearing July 23rd to change the zoning on the former Preferred Housing property.  It is currently zoned residential.

 

Police Chief Randy Sergent reported that his department may have another position open at the end of August.  Three potential candidates have been tested.

 

Dennis Masters reported on the Street Department’s activities.

 

Utilities Superintendent Joe Dunaway was absent.

 

Councilman Hinton requested the deed transfer be completed on the property he donated to the City.

 

Mayor Voiers reported that the sewer project at Industrial Park II should be ready to start at any time.  Tom Fern with Rural Development will be here Friday, July 20th at 10:30 a.m. to present a check to the City for a new fire truck.  The ceremony will be in the green space behind the fire department and beside City Hall.

 

Councilman Story moved to go into executive session pursuant to KRS 61.810, Section (1), subsection (B), for deliberations on the future acquisition of real property by a public agency where publicity would be likely to affect the value of a specific piece of property to be acquired for public use by a public agency.  Councilman Hurst seconded the motion.  Council voted as follows:  Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander – yes.  Motion carried.

 

Councilwoman Sparks moved to go out of executive session.  Councilman Story seconded the motion.  Council voted as follows:  Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander – yes.  Motion carried.

 

                Councilman Manning moved to authorize Mayor Voiers to buy the back strip of land at the price agreed and negotiate on the price of the second piece of property needed for construction of the new waste water treatment plant.  Councilwoman Sparks seconded the motion.  Council voted as follows:  Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander – yes.  Motion carried.

 

                There being no further business, Councilman Manning moved to adjourn at 8:40 p.m.
