There was a special meeting of the Flemingsburg City Council Monday, June 6, 2016 at 6:00 p.m. in the city annex.  Council members present were Ricky Hurst, Kathy Moore, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Mayor Martin L. Voiers presided.

               Mayor Voiers led the Pledge of Allegiance.

               Wes Story, a local agent with Assured Partners, requested an opportunity to quote insurance coverage for the city’s property, liability, and workers compensation.  The premium presented for fiscal year July 1, 2016-June 30, 2017 was $157,839.00 with coverage provided through Travelers Public Sector Services.  The renewal rate provided by KLC was $176,919.70.  It was noted that the rates with KLC had gone up largely due to workers compensation claims over the past two years.  It was also noted that KLC provides services valued at over $22,590 at no additional charge to the city as well as other services that have not been assigned a dollar amount.  KLC has a long standing relationship with the city having provided insurance coverage for over twenty-five years.  All council members expressed satisfaction with the services provided by KLC.  After an intense discussion, Councilman Hurst moved to approve the renewal rates with KLC.  Councilwoman Moore seconded the motion.  Council voted as follows:  Hurst-yes, Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

               Police Chief Randy Sergent addressed council regarding an application for a COPS grant.  The grant amount is $125,000 and would be paid out over a three year period, 75% the first year, 50% the second year, and 25% the third year.  Grant funds would cover the salary and benefits for an eighth officer on the force.  Councilman Story moved to approve the application for the COPS grant.  Councilwoman Sparks seconded the motion.  Council voted as follows:  Hurst-yes, Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

               Mayor Voiers presented the budget proposal for fiscal year 2016-2017.  A meeting of the finance committee was scheduled for Thursday, June 9th, at 5:00 p.m.

               There being no further business Councilman Manning moved to adjourn at 7:00 p.m.
