There was a regular meeting of the Flemingsburg City Council Monday, March 9, 2015, at 7:00 p.m.  Council members present were Ricky Hurst, Kathy Moore, Scott Manning, Georgianna Sparks, and Meredith Story.  Van Alexander was absent.  Mayor Martin L. Voiers presided.

 

Councilman Hurst led the Pledge of Allegiance.  Minutes of the February meeting were presented.  Councilman Manning moved to approve.  Councilman Hurst seconded the motion.  Motion carried.

 

Donnie Christman addressed council regarding natural gas service for his home on Greenway Drive.  Per Utilities Superintendent the estimated costs to provide natural gas to the subdivision was $24,000.  Councilman Story and Councilman Manning will review the request with the mayor and Dunaway and make a recommendation to the council.

 

Fleming Co. High School Principal Mark Leet presented an update on preparations for the advanced KDE diagnostic review and efforts to become a district of distinction.

 

Resolution No.15-03-1 was presented providing an accurate description of the ‘Shell’ property previously annexed.  Councilwoman Sparks moved to approve. Councilman Story seconded the motion.  Council voted as follows:  Hurst-yes, Moore-yes, Manning-yes, Sparks-yes, and Story-yes.  Motion carried.

 

There were no committee meeting reports.

 

City Clerk/Treasurer Joy Roark presented written financial reports.

 

Greg Boling, Codes Enforcement Officer, presented the codes report.

 

Dave Gray presented the FCA-TV report.

 

Police Chief Randy Sergent reported that the firearms declared as surplus would be traded for ammunition at the Pawn Shop instead of sold at auction.  The department was offered $171 for each rifle, which should provide enough ammunition for a year and a half.

 

Public Works Superintendent Dennis Masters reported that the mayor had declared a state of emergency for both snow storms.  The city incurred approximately $50,000 in snow removal expense for both storms.  Documentation has been turned into FEMA for reimbursement.

 

Joe Dunaway, Utilities Superintendent, provided updates on all utilities projects.  Dunaway noted that improvements made at the water plant took needed storage space for supplies and requested a portion of the old fire station for storage.

 

Councilwoman Sparks reported that a citizen had inquired about making the parking spaces around the courthouse limited to two hour parking.  It was determined that the parking spaces are on a state highway and the city would not have jurisdiction.  Councilwoman sparks expressed an interest in touring the new fire station.  An open house is being planned for April or May.

 

Mayor Voiers reported that Fleming County was 17th out of 120 counties to be work ready certified.  Our application is being used as a model for other counties working toward this certification.

 

Mayor Voiers suggested that Council set a maximum fee for building permits for large constructions.  Mayor Voiers also presented a request to consider a discounted rate for sewer services for car washes.  The finance committee will review these requests.

 

There being no further business Councilman Manning moved to adjourn at 8:20 p.m. Councilwoman Moore seconded the motion.  Motion carried.
