There was a regular meeting of the Flemingsburg City Council Monday, May 11, 2015 at 7:00 p.m. in the City Annex.  Council members present were Ricky Hurst, Kathy Moore, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Mayor Martin L. Voiers presided.

 

Councilman Story led the Pledge of Allegiance.  Minutes of the April meetings were presented.  Councilman Manning moved to approve.  Councilwoman Sparks seconded the motion.  Motion carried.

 

Crystal Ruark, Fleming Co. Chamber Executive Director, presented the Chamber report.

 

Mayor Voiers presented a proclamation in honor of City Clerk Joy Roark for achieving the designation of Kentucky Master Municipal Clerk.

 

The second reading of Ordinance No. 05-15-1 was presented to amend Ordinance No. 06-02-1 placing a cap on building permit fees.  Councilman Hurst moved to approve.  Councilman Manning seconded the motion.  A roll call was given with council voting as follows:  Hurst-yes, Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

Mayor Voiers reviewed the Electric Franchise Agreement with Fleming Mason Energy noting it would be the same terms as the agreement with Kentucky Utilities, which has a rate of 3%.  Councilman Story moved to adopt.  Councilwoman Moore seconded the motion.  Motion carried.  This constitutes a 1st reading. 

 

City Attorney Tom MacDonald presented the first reading of the General Fund budget for 2015-2016.  Councilman Story reviewed changes recommended by the Finance Committee.  Councilman Manning moved to approve.  Councilman Alexander seconded the motion.  Motion carried.

 

City Attorney Tom MacDonald presented the first reading of the Utilities System budget for 2015-2016.  Councilman Alexander moved to approve.  Councilwoman Sparks seconded the motion.  Motion carried.

 

City Attorney Tom MacDonald presented the first reading of the FCA-TV budget for 2015-2016.  Councilman Hurst moved to approve.  Councilman Story seconded the motion.  Motion carried.

 

The Fleming County Fiscal Court presented the lone bid of $2,001 for the 1994 Serco-Flexible Hy-Velocity Water Jet Machine.  Councilman Hurst moved to approve.  Councilwoman Moore seconded the motion.  Motion carried.  There were no bids received on the fuel storage tank.  Councilman Story moved to allow the mayor to dispose of the tank in the best way to benefit the City.  Councilwoman Moore seconded the motion.  Motion carried.

 

An ordinance pertaining to electrical inspection fees was discussed.  Council requested more information.  No action was taken.

 

The following USDA documents required for grant funding of two police cruisers were presented.

 

  • Equal Opportunity Agreement – Councilwoman Moore moved to approve.  Councilman Manning seconded the motion.  Motion carried.
  • Assurance Agreement – Councilwoman Sparks moved to approve.  Councilman Hurst seconded the motion.  Motion carried.
  • Certification regarding Debarment – Councilman Story moved to approve.  Councilman Manning seconded the motion.  Motion carried.
  • Drug Free Workplace – Councilman Manning moved to approve.  Councilman Alexander seconded the motion.  Motion carried.
  • Certification for contracts, grants, and loans – Councilman Hurst moved to approve.  Councilwoman Moore seconded the motion.  Motion carried.
  • Police Department Operating Budget – Councilwoman Moore moved to approve.  Councilwoman Sparks seconded the motion.  Motion carried.

 

Councilman Story reported that the Finance Committee had received an application for the Business Incentive Plan from A Raymond Tinnerman. Councilman Story moved to approve. Councilman Manning seconded the motion.  Motion carried.  

 

Joy Roark, City Clerk/Treasurer, presented written financial reports.

 

Greg Boling presented the Codes Enforcement report.

 

Dave Gray was absent.  A written report was presented for FCA-TV.

 

Chief Randy Sergent presented the Police Dept. report and noted that May 10th-May 16th was National Police Memorial week. 

 

Public Works Superintendent Dennis Masters reported that free clean up week is scheduled for June 15-19.

 

Councilman Alexander questioned what the City planned to do with the parking lot across from the Peoples Bank and recommended leasing it to the bank.

 

There being no further business, Councilman Manning moved to adjourn at 8:15 p.m.
