There was a regular meeting of the Flemingsburg City Council Monday, May 14, 2012 at 7:00 p.m. in the City Annex.  Council members present were Ricky Hurst, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Councilman Adam Hinton was absent.  Mayor Martin L. Voiers presided.

 

Councilman Manning led the Pledge of Allegiance.  Minutes of the April 9th and April 19th meetings were presented.  Councilman Manning moved to approve.  Councilman Alexander seconded the motion.  All were in favor.

 

Crystal Ruark, Fleming Co. Chamber Executive Director, presented a report of the Chamber’s activities.

 

The first reading of Ordinance No. 6-12-1 regarding the General Fund Budget for fiscal year 2012-2013 was presented. Councilwoman Sparks moved to approve.  Councilman Manning seconded the motion.  Council voted as follows:  Hurst-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

The first reading of Ordinance No. 6-12-2 regarding the Utility Fund Budget for fiscal year 2012-2013 was presented. Councilwoman Sparks moved to approve.  Councilman Story seconded the motion.   Council voted as follows:  Hurst-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

The first reading of Ordinance No. 6-12-3 regarding the FCA-TV Budget for fiscal year 2012-2013 was presented.  Councilman Story moved to approve.  Councilman Manning seconded the motion.  Council voted as follows:  Hurst-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

An ordinance regarding changes to garbage rates was presented for council’s review.

 

Chris Stewart, an engineer with HMB, addressed council regarding the status of the Ewing School Project.  They are waiting on the ARC grant to be approved.  Council discussed terms of the contract with HMB.  Councilwoman Sparks moved to authorize the mayor to sign the contract once the agreed upon changes were made.  Councilman Hurst seconded the motion.  Council voted as follows:  Hurst-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

Mayor Voiers reported that the rates for the Recycling Agreement with Mason Co. had increased by $500 for the upcoming year.  Council agreed to continue with the recycling program.

 

City Clerk/Treasurer Joy Roark reported on training at the KMCA Spring Conference.

 

Codes Enforcement Officer Ben Moran reported on the status of the boundary maps.  Councilman Story recommended that Tom MacDonald and Tommy Carpenter go to Frankfort and personally present the updated information.  Moran stated that he has been attempting to contact a structural engineer to get options regarding the old pool hall, which is deteriorating.  Moran provided an update on blighted property on E. Water St.

 

Police Chief Randy Sergent reported that Assistant Chief Fallon Fugett had a health issue and would not be returning to work. The City will be advertising for a police officer or police recruit to fill the vacancy.  The Highway Safety Grant period will be May 22-June 2.  The focus will be on DUI, seatbelt violations and speeding within a three mile range of the city.  A service will be held at the Flemingsburg Baptist Church recognizing all local police officers for Police Officer Week.  There will also be a service for fallen Officer Clark Sunday, May 20th at 1:00 p.m.

 

Public Works Superintendent Dennis Masters reported on the ribbon cutting ceremony for the Recreational Trail.  Free garbage pick- up is scheduled for the first full week of June.

 

Mayor Voiers reported that several guests including state legislators were invited to the ribbon cutting of the recreational trail scheduled for Tuesday, May 15th, at 4:00 p.m.  He, Joe Dunaway, and David Shrout met with the engineers for the waste water treatment plant Monday.  Plans for the new construction were approved and they are getting ready to advertise.  The City should be closing on the additional property for the plant soon.

 

Emmitt Caskey Construction was awarded the bid for the Industrial Park II Sewer Project.

 

Mayor Voiers is looking into the requirements to be recognized as a tree city.

 

A public hearing regarding municipal road aid expenditures for the upcoming year was scheduled for Monday, June 11th at 6:15 p.m.

 

There being no further business Councilman Manning moved to adjourn at 8:22 p.m.
