There was a regular meeting of the Flemingsburg City Council Monday, May 9, 2016 at 7:00 p.m. in the city annex.  Council members present were Ricky Hurst, Kathy Moore, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Mayor Martin L. Voiers presided.

               Mayor Voiers led the Pledge of Allegiance.  Minutes of the April meeting were presented.  Councilman Manning moved to approve.  Councilman Hurst seconded the motion.  Motion carried.

               Mayor Voiers reported that the Hyatt Property Development has completed blacktopping the street.  Dennis Masters and Greg Boling inspected the street and gave approval.  Council previously agreed to accept the street into the city once it was paved and approved.  The street will be named Panther Avenue.

               Public Works Superintendent Dennis Masters recommended the week of June 6-10 be designated as free clean up week. Councilwoman Sparks moved to approve.  Councilman Alexander seconded the motion.  Motion carried.

               Discussion on a resolution to apply for a COPS grant was tabled until the next meeting.

               There was a first reading to annex the Watson and Purvis properties on Mt. Sterling Ave.  Councilman Story moved to approve.  Councilman Hurst seconded the motion.  Motion carried.

               The police department presented a 2007 PBT as surplus property.  The department would like to trade the PBT for a mobile computer.  Councilwoman Moore moved to declare the property as surplus.  Councilman Manning seconded the motion.  Motion carried.

               City Clerk/Treasurer Joy Roark reported that Joetta Marshall was the recipient of the Dave Smith Scholarship given by KLC in the amount of $500.  The scholarship will cover registration for the clerk’s academy in August as well as some lodging and travel expenses.  Written financial statements were presented.

               Greg Boling, Codes Enforcement Officer, provided a written report.

               Dave Gray, FCA-TV station manager, provided a written report.

               Mayor Voiers reported that four applications had been received for the police officer position.  None of the applicants are certified.  The application period closed Friday, May 6th.  Police Chief Randy Sergent provided a written report for his department.

               Public Works Superintendent Dennis Masters provided a written report.

               Utilities Superintendent Joe Dunaway reported that the Crestview Waterline project inspection went well.  Total funding for the project was $250,000, but actual costs was only $105,000.  The remaining funds will be used to purchase auto read meters for customers from Mt. Carmel Ave. to Foster St.

               Councilman Hurst reported on behalf of the Employee and Public Safety Committee.  The on-going buzzard problem was discussed.  Councilman Hurst moved to proceed with the application for a permit and solicit bids from professionals to help deal with the problem legally.  Councilman Story seconded the motion.  Motion carried.

The committee also discussed the problem of collecting garbage on narrow streets where there is on-street parking.  Letters will be sent to residents with no off-street parking.  Councilman Alexander suggested using a smaller unit that would fit in the back of a pick-up truck for collection on narrow streets.  Once garbage is collected is can be dumped into the bigger truck.

Police Officer Aaron Workman addressed questions raised by Councilwoman Moore about a curfew for minors.  Moore also questioned how long garbage cans could remain on the sidewalk once garbage has been collected.

Mayor Voiers reported that the annual Firecracker celebration at the Rec. Park will be July 2nd.  The KLC convention will be held in Lexington October 4-7.

Council missed the deadline to set compensation for elected officials.  Salaries will stay the same for the next two years.

The Kentucky Homeland Security Grant was approved for the emergency siren.

Mayor Voiers provided copies of the KLC Legislative updates to Council.   There being no further business Councilman Manning moved to adjourn at 7:45 p.m.
