There was a regular meeting of the Flemingsburg City Council Monday, November 12, 2012 at 7:00 p.m. in the City Annex. Council members present were Ricky Hurst, Adam Hinton, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Mayor Martin L. Voiers presided.

                Councilman Hurst led the Pledge of Allegiance.  Minutes of the October 8th meeting were presented.  Councilman Hinton moved to approve.  Councilman Manning seconded the motion.  Motion carried.

                The first reading of the Tree Ordinance was presented.  Councilwoman Sparks made a motion to approve the model ordinance and establish a Tree board.  Councilman Hurst seconded the motion.  Council voted as follows:  Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

                Council discussed an appointment to represent the City on the Greater Fleming County Regional Water Commission.   Mayor Voiers reported that former Mayor Louie Flanery was willing to serve another term.  It was recommended that a council member be appointed.  Councilman Alexander volunteered to serve.  Councilman Manning moved to appoint Councilman Alexander to the Greater Fleming County Regional Water Commission.  Councilwoman Sparks seconded the motion.   Council voted as follows:  Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

                Council discussed naming the street off of East Water Street Wilburn Way in honor of Wilburn Rice.  Mayor Voiers will get approval from Mr. Rice.

                Council discussed accepting Byron Way into the City.  Councilman Hurst made a motion to approve.  Councilman Alexander seconded the motion.  Council voted as follows:  Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, and Alexander-yes.  Councilman Story abstained.  Motion carried.

                Benton Hanson with HDR discussed the bids for construction of the new waste water treatment plant and other financing options.

                Council discussed maintenance of the old pool room building.  Mayor Voiers referred the matter to the Buildings and Grounds Committee.

                Mayor Voiers reported a vacancy on the Board of Adjustments.

                Mayor Voiers reported on a proposal from Code Red, an emergency notification system.

                A Council retreat was scheduled for January 5, 2013.

                There being no further business, Councilman Manning moved to adjourn.  Councilwoman Sparks seconded the motion.  Motion carried.
