There was a special meeting of the Flemingsburg City Council Monday, October 10, 2016 at 5:00 p.m. in the City Annex.  Council members present were Ricky Hurst, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Kathy Moore was absent.  Mayor Martin L. Voiers presided.

               Councilman Hurst led the Pledge of Allegiance.  Minutes of the September 12th meeting were presented.  Councilman Manning moved to approve.  Councilman Hurst seconded the motion.  Motion carried.

               There was no old business.

               The first reading of Ordinance No. 11-16-1 was presented establishing a Code Enforcement Board; repealing sections of Ordinance No. 6-94-5 and Ordinance No. 4-06-2 in its entirety; to comply with HB 422.  Councilman Story moved to approve. Councilwoman Sparks seconded the motion.  Motion carried.

               The first reading of Ordinance No. 11-16-2 was presented amending police policy and procedures set forth in Ordinance No. 4-08-3 for dealing with juveniles during late night hours and establishing a curfew for juveniles after midnight on Sunday through Thursday night and after one a.m. on Saturday and Sunday mornings, all local time.  Councilman Hurst moved to approve.  Councilman Alexander seconded the motion.  Motion carried.

               The first reading of Ordinance No. 11-16-3 was presented amending Section 4 of Ordinance No. 11-09-1 for the purpose of designating what improvements require a permit and what improvements do not.  Councilwoman Sparks moved to approve. Councilman Manning seconded the motion.  Motion carried.

               Each department provided a written report.

               Police Chief Randy Sergent introduced new police recruit Alex Hamilton.

               Councilman Hurst reported that the Employee and Public Safety Committee was looking at off-street parking for residents on narrow streets.

               Councilman Story reported that the Finance Committee had met to review information provided by Constellation, an energy company seeking to purchase natural gas for the city and offer possible funding for gas line projects.  It was noted that the city’s current company, Atmos Energy, could provide the same services so there was no benefit in changing companies.

               Councilman Hurst reported that the police had been doing what was required to eliminate the buzzards roosting on Stockwell Ave. without success.

               There being no further business Councilman Manning moved to adjourn at 5:50 p.m.
