There was a regular meeting of the Flemingsburg City Council Monday, October 13th, 2014 at 7:00 p.m. in the City annex.  Council members present were Ricky Hurst, Kathy Moore, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Mayor Martin L. Voiers presided.

 

            Councilman Hurst led the Pledge of Allegiance.  Councilman Hurst moved to approve the minutes of the September 8thmeeting.  Councilwoman Moore seconded the motion.  Motion carried.

 

            Jason Moreland representing Moreland Housing Commission, a non-profit housing program, addressed council regarding assistance for grant matches to furnish housing to the homeless and low income.  Moreland requested $5,000 in assistance for a housing project.  Councilwoman Sparks recommended the matter be referred to the Finance Committee.

 

            Resolution No. 14-10-1 was presented adopting a modern and accurate legal description of territory on the Maysville road previously annexed by ordinance. Councilwoman Sparks moved to approve.  Councilman Alexander seconded the motion.  Council voted as follows:  Hurst-yes, Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

            An amendment to section R of the Employee Policies and Procedures was presented adding paragraphs 3-6 to the existing policy regarding education assistance.  Councilman Story moved to approve.  Councilman Manning seconded the motion.  Council voted as follows:  Hurst-yes, Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

            The first reading of Ordinance No. 10-14-1 amending the sewer use ordinance was presented.  Councilwoman Sparks moved to approve.  Councilman Alexander seconded the motion. Council voted as follows:  Hurst-yes, Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

            Mayor Voiers recognized Councilwoman Moore for completing level I and Councilman Story for completing level II of the City Officials Training through KLC.  Mayor Voiers has completed level III of the City Officials Training.

 

            The following bids for surplus property were received: Amber Clark bid $227.53 per RBC unit and Donald Bays Jr bid $505.00 per RBC unit.  Council agreed to accept the highest bid.

            A meeting of the Finance Committee was scheduled for Monday, October 20th, at 5:00 p.m. at City Hall.

 

            City Clerk/Treasurer Joy Roark reported on training at the KLC Conference.  Written financial reports were provided in the council packets.

 

            Greg Boling presented the Codes report.

 

            Dave Gray provided an update on FCA-TV.

 

            Mayor Voiers reported that Time Warner is complying with the City’s ordinance, but is not complying with some other cities in the Cable Commission which may result in legal action that could affect the sale of the cable company.  

 

Police Chief Randy Sergent reported on the collection of prescription drugs.  The Police Department received a grant for $23,000 to purchase radios and receivers.

 

            Dennis Masters, Public Works Superintendent, reported that the big fountain for the reservoir has been repaired.  He is waiting on the two smaller fountains to be repaired before picking them up. Warranty coverage will begin once the fountains have been picked up.  Councilwoman Moore requested a street light for Crawford and Ingram.  It was suggested that trimming some trees might resolve the lighting issue for that area.

 

            Joe Dunaway, Utilities Superintendent, provided an update on current projects.  The deadline to connect to the Ewing sewer line is December 25th.  Failure to connect will result in loss of utilities and possible legal action.

 

            City Attorney Tom MacDonald reported that the City is moving quickly on the next annexation to get it added to the city map this calendar year.  The deadline is November 15th

 

            Councilman Hurst asked if the letter had been prepared regarding the buzzards on Stockwell Ave.  Tom MacDonald is to prepare the letter.

           

            Councilwoman Moore reported a citizen complaint regarding a car parked on the corner of Dudley and Williams St. making it impossible to turn.  Chief Sergent noted it is illegal to park within 30 feet of an intersection.  The matter should be referred to the police department.

           

            Councilman Story suggested the City work with the school to create a youth council to get young people involved in city government.  Mayor Voiers will discuss this with the Superintendent.

 

            The Council retreat was scheduled for January 3rd at the Annex beginning around noon.

 

            Mayor Voiers reported that A. Raymond Tinnerman, a local manufacturer, had received the Environmental Sustainability Award presented by KPPC.  Councilman Hurst suggested that the City recognize them for this accomplishment.

 

Mayor Voiers announced that Police Officer II Josh Plank is being promoted to Assistant Chief October 15th.

           

There being no further business, Councilman Manning moved to adjourn at 8:30 p.m.  Councilwoman Sparks seconded the motion.  Meeting adjourned.
