There was a regular meeting of the Flemingsburg City Council Monday, September 10th, 2012 at 7:00 p.m. in the City Annex. Council members present were Ricky Hurst, Adam Hinton, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Mayor Martin L. Voiers presided.

 

Councilman Hurst led the Pledge of Allegiance.  Minutes of the August 13th meeting were presented.  Councilman Manning moved to approve.  Councilwoman Sparks seconded the motion.  Motion carried.

 

Brenda Morgan with Morgan, Franklin CPA’s, presented the annual audit report for fiscal year ending June 30, 2012.  Morgan gave a clean opinion of the City’s financial records noting no reportable conditions.  The Finance committee will review the report.

 

Crystal Ruark, Fleming Co. Chamber Executive Director, presented a report of recent and upcoming events.

 

The City received three bids for a new fire truck: Rosenbauer (All American Fire Equipment, Inc.)- $244,974, KME Kovatch- $244, 246, and Wynn Southeast Apparatus (Wynn Fire Equipment) - $228,500.  Jerry McCloud, Fire Chief, reported that only the bid proposal submitted by Rosenbauer met the specs as advertised and recommended Council accept their bid.  Councilman Story moved to approve.  Councilwoman Sparks seconded the motion.  McCloud stated there would be a full year warranty from delivery date bumper to bumper.  Council voted as follows:  Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes. Motion carried.

 

The second reading of Ordinance No. 9-12-1 regarding sidewalk maintenance was presented.  Councilman Manning moved to approve.  Councilman Alexander seconded the motion.  A roll call was given with Council voting as follows: Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

The second reading of Ordinance No. 9-12-2 setting the tax rate for real property was presented.  Councilman Hurst moved to approve.  Councilman Hinton seconded the motion.  A roll call was given with Council voting as follows: Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

The second reading of Ordinance No. 9-12-3 setting the tax rate for motor vehicles was presented.  Councilman Story moved to approve.  Councilman Alexander seconded the motion.  A roll call was given with Council voting as follows: Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

The second reading of Ordinance No. 9-12-4 amending zoning map classifications was presented.  Councilwoman Sparks moved to approve.  Councilman Hurst seconded the motion.  A roll call was given with Council voting as follows: Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

Resolution No. 12-9-1 authorizing the Mayor to apply for KOHS funds totaling $3,000 to be used for body armor was presented.  Councilman Hurst moved to adopt.  Councilman Alexander seconded the motion.  Motion carried.

 

City Attorney Tom MacDonald presented an ordinance amendment dealing with the removal or containment of animal excrement upon public property, roadways, or parking areas, or upon private property of another.  Councilman Manning moved to approve the first reading.  Councilwoman Sparks seconded the motion.  Council voting as follows: Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

            Councilman Story reported that the Finance committee had met and discussed collection of delinquent taxes.

 

Councilwoman Sparks reported that the Parks committee had met.  Sparks moved that the City accept the bid submitted by M and H Landscaping for $4,400 to beautify the park area donated by the Adam Hinton family.  The Hinton’s have donated $1,000 towards this project.  The City would be responsible for $3,400.  Sparks also moved that the City donate the first tree for the City Park tree project.  She suggested a tree suitable for Christmas decorations so the park could be used as a central location for gathering after the Friendship parade, having refreshments and caroling.  Sparks also recommended that the tree be donated in memory of Pete McNeil.  If the public donated trees in memory or honor of someone, a plaque would be placed noting that.  The FCHS Ag. Dept. is willing to help with planting and caring for the trees.  Councilman Hurst seconded the motion.  Council voting as follows: Hurst-yes, Hinton-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

 

Sparks reported complaints of people building fires around the old reservoir, being noisy after dark and causing dogs to bark. Chief Sergent stated that his department had also received complaints and his officers have been patrolling the area, but found no one being disorderly, only people night fishing.  Council discussed installing fire pits in designated areas.

 

Sparks also reported problems with graffiti on the new park equipment and discussed installing security cameras.

 

City Clerk Joy Roark reported on training received at the Master Municipal Clerk’s Academy in August.

 

Andrea Enix presented a written report for FCA- TV.

 

Council discussed recent burglaries in the community.  Chief Sergent advised citizens to keep vehicles and garages locked and report any suspicious activity.

 

Utilities Superintendent reported that work on Industrial Park II was almost done.  The final work has been postponed until ARC funding is determined for the Ewing School project so they will know what size of pump station is needed.  Bids will be accepted on the WW Treatment Plant project until October 11th.

 

            Manganese and iron levels are down at the water treatment plant so they will begin producing water again.

 

Tom MacDonald reported that he and Tommy Carpenter are ready to take the recent annexation resolution to Frankfort, but are waiting on exhibits from old ordinances.  Ben Moran will provide the needed information.

 

Donnie Story requested $500 from the City for remodeling bathrooms at the Rec. Park.  Joy Roark will follow up with Kim Gillum, Treasurer for the Rec. Board.

 

Mayor Voiers reported that the Streetscape Project bid opening will be Wednesday, September 19th, at 1:00 p.m. in the City Annex.  Voiers also reported on the Tree City program.

 

There being no further business Councilman Manning moved to adjourn at 8:30 p.m.
