There was a regular meeting of the Flemingsburg City Council Monday, September 12, 2016 at 7:00 p.m. in the City Annex. Council members present were Ricky Hurst, Kathy Moore, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander.  Mayor Martin L. Voiers presided.

               Tom MacDonald led the Pledge of Allegiance.   Minutes of the August 8th meeting were presented.  Councilman Manning moved to approve.  Councilman Hurst seconded the motion.  Motion carried.

               Crystal Ruark, Fleming County Chamber Executive Director, presented the Chamber report.

               Steve Donovan, Economic Development Director, reported on the efforts to have the ‘moist’ vote on the ballot.  This would affect only those living in the city limits.

               City Clerk/Treasurer Joy Roark presented the second reading of Ordinance No. 9-16-1 setting the motor vehicle tax rate at .1977 per $100 of assessed value.  Councilman Hurst moved to approve.  Councilwoman Moore seconded the motion.  A roll call was given with council voting as follows:  Hurst-yes, Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

               City Clerk/Treasurer Joy Roark presented the second reading of Ordinance No. 9-16-2 setting the tax rate for real property at .1320 per $100 of assessed value.  Councilman Manning moved to approve.  Councilman Alexander seconded the motion.  A roll call was given with council voting as follows:  Hurst-yes, Moore-yes, Manning-yes, Sparks-yes, Story-yes, and Alexander-yes.  Motion carried.

               The following bids were received for surplus property:

  • 8FT Western Pro Plus electric snowplow – Dewey Gulley- $175, Dennis Masters- $150
  • 8FT Swenson salt spreader with 10.5 horse power Briggs and Stratton motor and remote control – Dewey Gulley- $105
  • Rigid pipe threader stand and threader – William Thompson-$100
  • 2-14FT farm gates – Tyler Black-$25.50 for both
  • 1990 C-70 truck with 1600 gallon tank Vin# 4692 – Tyler Black-$800, Dewey Gulley-$700, William Thompson-$700, Robert Drake-$400
  • 14’ V-bottom boat with trailer – Laken Calvert-$75, David Shrout-$74

There were no bids received on the rebar.  Councilman Story moved to accept the highest bid.  Councilwoman Sparks seconded the motion.  Motion carried.

Council discussed the land between Lakeview and Mills Avenue that is owned by the city.  Danny Stephens expressed an interest in buying enough land behind his house to build a shop.  City Attorney Tom MacDonald will search for the deed.  A section of the land will be reserved for use by city utilities and surveyed.  Councilwoman Sparks moved to declare the remaining section as surplus.  Councilman Hurst seconded the motion.  Motion carried.

Constellation Energy Group expressed an interest in supplying natural gas to the city.  This matter was referred to the finance committee.

Mayor Voiers reported that he could not find a city ordinance pertaining to bicycles on city streets, but would obtain sample ordinances from other cities.

The Department of Agriculture recently sprayed the areas of Mills Avenue, Pumphrey Avenue, and Weddle Street twice for mosquitoes.  Residents are still complaining that the area is infested.  A damp section was discovered that might be attracting the mosquitoes.  Greg Boling will treat the area with Sevin.

Resolution No. 16-9-1 was presented declaring September as City Government Month.  Councilman Manning moved to adopt.  Councilwoman Sparks seconded the motion.  Motion carried.

Joy Roark reported that the audit for fiscal year ending June 30th, 2016 was wrapping up and could be ready to present at the October meeting.  The annual workers comp audit is scheduled for Thursday, September 15th.  Pictures have been sent to Revize to start developing the new city website.  A kickoff meeting is scheduled for Wednesday, September 14th.  Written financial reports were included in the council packets.

Greg Boling was absent.  A written report was provided for Codes Enforcement.

David Gray, Station Manager, reported on FCA-TV.

Police Chief Randy Sergent reported that the police department has made attempts to address the buzzard problem with little success.  Recommendations of the U.S. Fish and Wildlife Service don’t appear to be working.  The new curfew set for the city parks has been successful.  Cameras have been installed at the walking trail and are doing a good job.  Alex Hamilton has been hired as Police Officer Recruit and will start September 26th.  He will enter the academy October 16th.

Gordon Pepper, Public Works Superintendent, reported that the new lights are installed at the walking trail.  Gary Roberts was injured on the job in August and may be off work three-six months.  A written report was provided.

Joe Dunaway, Utilities Superintendent, reported that J.R. Barton would be starting on the new roof for the distribution center no later than November 1st.  The department will be flushing water lines the week of October 3rd.  Danny Shrout returned to work from medical leave September 12th.  Scotty Masters transferred to Public Works the end of August.  Travis Engle, a seasonal employee for the past two years, has been hired full-time.  All the auto read meters purchased through the self-help grant funds have been installed.  The department can now read three routes in one day and the auto read meters eliminate the possibility for human error. The high school is converting to natural gas and will become one of the largest users in the system.

There were no committee reports.  Mayor Voiers scheduled a meeting of the Employee and Public Safety Committee for noon on Monday, September 19th, at City Hall.  Issues to be discussed are:  curfew, parking issues, and review of insurance reports.

The City Attorney had nothing to report.

Councilman Story reported a complaint about grass needing to be mowed on the lot belonging to Windstream across from Napa.

Councilman Alexander reported the log house on East Water Street is falling in.  Also the salvage yard on East Water Street needs to be fenced.  Per Mayor Voiers both issues are already being addressed.  Councilman Alexander also noted that rain appears to be affecting the new sidewalk at the end of Second Street.

Councilman Hurst reported that the new pole is ready for the emergency siren.  Per Mayor Voiers the siren has not arrived.

There being no further business Councilman Manning moved to adjourn at 8:25 p.m.  Councilwoman Sparks seconded the motion.  Motion carried.
