The Flemingsburg City Council held their regular monthly meeting on Monday, February 13, 2006 at 7:00 p.m. in the City Annex. Council members present were Scott Manning, Meredith Story, Georgianna Sparks, Nancy Suit, Carl Haight, and Marty Voiers. Due to the absence of the mayor, Councilman Story moved that Councilman Voiers chair the meeting. Councilwoman Sparks seconded the motion. All were in favor.
Councilwoman Sparks led the Pledge of Allegiance. Minutes of the January meeting were presented. Councilman Story moved to approve. Councilman Manning seconded the motion. All were in favor.
Melissa Hardy, BTADD, discussed the grant documents for the purchase of three new police cruisers. The City must pay for two cruisers in order to receive grant funds for the third one. Budget for the current year included an allowance for two cruisers. Councilwoman Sparks moved to allow the mayor to sign the grant documents. Councilwoman Suit seconded the motion. All were in favor.
Larry Johnson and Donna Fryman addressed Council on behalf of the Tourism Committee. They requested a $2,000 donation to match the donation by the County for advertising costs. Council did not approve a donation, but did agree to consider it in the budget for the upcoming year. Contributing toward their brochures was also discussed.
City Attorney Tom MacDonald stated that he had made corrections to the Codes Enforcement Ordinance, but needed more information on the violations to be included. There was concern about who would keep minutes of the meetings, who would enforce the ordinance, and where final citations would be kept. MacDonald stated that someone in the City offices would keep the minutes; the Codes Enforcement Officer would enforce the ordinance and store final citations in a locked file cabinet at City Hall. The Codes Enforcement Officer’s duties will include issuing citations for parking, noise, unsafe structures, and occupational licenses. Gene Schwartz suggested that the board meet monthly, but cancel if there’s nothing to discuss. He also suggested that Council consider a junk car ordinance and recommended adopting the International Property Maintenance Code. Councilman Voiers suggested the City Attorney review the Code and make his recommendation to Council.
A letter of commitment required for certification by the Kentucky Main Street Program and the Kentucky Renaissance on Main Program was presented. Councilman Story moved to approve the mayor signing the letter of commitment. Councilwoman Suit seconded the motion. All were in favor.
Council discussed Municipal Road Aid grants. Councilman Voiers requested a list of streets being considered. Councilman Voiers moved to advertise for blacktopping bids. Councilman Manning seconded the motion. All were in favor. Councilwoman Suit requested that a street off of Mt. Carmel Ave. be made one way going down the hill. Mayor Flanery will check into it.
Council discussed the skateboard park. Mayor Flanery is checking into the cost of blacktop verses concrete.
The Finance Committee made recommendations regarding the utilities ordinances. Changes included raising the water deposit to $75 and raising the gas deposit to $300 with $150 up front and $50 per month for three months. Councilman Story stated that if gas customers did not have a gas furnace the deposit would be $150. Reconnect fees would be $40 during business hours and $60 after hours. It was also recommended that the wording be changed from “reconnect” to “reactivation and/or reconnect” fees. It was recommended that the WCP fee be removed and the interest rate on refunded customer deposits be changed to 2%. The committee also recommended that the City accept credit cards. In addition to changes to the utilities ordinances the committee recommended raising the salaries of the mayor and council members. Salaries have not been increased for thirty years.
The Safety Committee continues to work on a vicious dog ordinance. The department heads presented their reports. There being no further business, Councilman Manning moved to adjourn at 9:15 p.m. Councilman Haight seconded the motion. All were in favor.
