There was a special meeting of the Flemingsburg City Council Thursday, April 26, 2007 at 5:30 p.m. in the City Annex. Council members present were Marty Voiers, Ricky Hurst, Scott Manning, Georgianna Sparks, Meredith Story, and Van Alexander. Mayor Louie Flanery presided.
Councilman Hurst led the Pledge of Allegiance. City Clerk Joy Roark reported that Anthem, Bluegrass Family Health, Humana/CHA, United Healthcare, and KLC-Anthem had submitted quotes for health insurance. Of these, Bluegrass Family Health offered the best rates. Health insurance through the Retirement System was also considered, but stipulations regarding participation were not feasible. Councilman Story reviewed the savings to the city by choosing Bluegrass Family Health and noted that the recommended plan provided better coverage than the current plan. The committee recommended that the city continue to pay 100% of single, but reduce payment on additional coverage from 32.5% to 27%. Councilman Alexander questioned if the city could pay more on additional coverage. Councilman Voiers stated that it was the goal of the committee to always pay 100% of the single plan. The committee was only able to recommend paying the additional 27% due to the rates being lower. If the city increases the contribution for health insurance there would be less money available for pay raises. Councilman Story moved to approve the recommended plan with Bluegrass Family Health with the city paying 100% of the single plan and 27% of additional coverage. Councilman Voiers seconded the motion. All were in favor.
Advertising for a police chief and a police officer or police officer/recruit was discussed. Mayor Flanery stated that the City Council would appoint the Chief of Police. He will appoint a committee to do interviews and make a recommendation to council. He and the Assistant Chief will review applications for police officer/recruit and handle the interviewing process. City Attorney Tom MacDonald prepared an advertisement including the job descriptions. Council discussed advertising in the Morehead and Maysville newspapers, on the city website, and with the Department of Criminal Justice.
There being no further business the meeting adjourned at 6:10 p.m. on motion by Councilman Manning, seconded by Councilwoman Sparks.
