The Flemingsburg City Council held their regular monthly meeting Monday, June 12, 2006 at 7:00 p.m. in the City Annex.  Council members present were Marty Voiers, Carl Haight, Nancy Suit, Georgianna Sparks, Meredith Story, and Scott Manning.  Mayor Louie K. Flanery presided.

 

Councilman Manning led the Pledge of Allegiance.  Minutes of the May meetings were presented.  Councilman Manning moved to approve.  Councilwoman Sparks seconded the motion.  All were in favor.

 

City Clerk Joy Roark presented the second reading of Ordinance No. 6-06-1 regarding the General Fund budget for fiscal year July 2006 through June 2007.  Councilwoman Sparks moved to approve.  Councilman Voiers seconded the motion.  A roll call was given with all voting in favor.

 

City Clerk Joy Roark presented the second reading of Ordinance No. 6-06-2 regarding the Gas, Water, and Sewer budget for fiscal year July 2006 through June 2007.  Councilman Story moved to approve.  Councilman Manning seconded the motion.  A roll call was given with all voting in favor.

 

Mayor Flanery asked if the Council had any interest in pursuing a recycling program.  He and Jim Compton had looked at the programs at Maysville and Lewis Co.  The programs are handled differently than in previous years; and may reduce landfill expenses as well as get rid of recyclables.  Mayor Flanery explained that items such as plastic, white glass, brown glass, and newspapers could be dumped into the City’s trailer, hauled to Maysville and unloaded onto a conveyor belt at the Landfill plant.  Prisoners from the Maysville Correctional facility would sort the items. The Landfill does not want the City’s recyclable cardboard so the City could continue to sell it to Inland.  The cost to join the program is $1,000 per year.  Jim Compton stated that it would be cheaper to provide curbside containers than plastic bags to residents that wish to participate.  Mayor Flanery noted that educating the public would be a key factor.  Not everyone would participate at first, but it could be made mandatory later.  The City would need a more convenient trailer with hydraulic lifts and at least one, maybe two more men.  Councilman Voiers suggested looking at the start up costs and trying to estimate the savings on the landfill expense.  Councilwoman Sparks also suggested looking into grants to cover the initial costs.  Councilman Haight suggested referring the matter to the finance committee, but Mayor Flanery stated that he and Jim Compton would continue to investigate the matter.  All Council members were in favor of obtaining more information.

 

Mayor Flanery reported that there would be a public hearing on the grant applied for pertaining to.  Mayor Flanery asked for recommendations of people to serve on the different boards, the Ethics Board and Vacant Property Board in particular.

 

Councilman Story reported that he was working with City Attorney Tom MacDonald on changes to the Utilities ordinances. 

 

Joy Roark reported that the Kozy Nook and Helphenstine buildings had been painted and work was being done in the rear of the buildings.

 

Police Chief Danny Carpenter reported that two of the new cruisers were in.  There had been no new problems of vandalism in recent weeks.  The department had received complaints of juveniles out late at night.  Carpenter stated that the police have been calling the parents.

 

Jim Compton reported that clean up week had started slow with few calls.  H.G. Mays had been notified that their bid for blacktopping had been approved, but they have not given him a date when they could begin.

 

Kenny Dearing reported that the road bore on the Maysville Road, which had been discussed at a previous, was now on hold.  He’s waiting to hear from the parties involved.

 

Mayor Flanery stated that the well water was clearing up and the State was pleased with the progress.  This is the third month using the new chemical treatment and they have five more months to go to meet the State requirement.

 

Joy Roark stated that the natural gas storage was 46,516 DTH and the price was in the low to mid $6.00 range.

 

Councilman Haight questioned if anything had been done on the wellness program and if Teddy Purcell had been contacted.  Mayor Flanery stated that he had asked Purcell to serve on the Rec. Board but had not received a response.  No action has been taken on the wellness program.  Councilman Haight also asked if a donation would be made to the Rec. Park for the July 4th celebration.  Mayor Flanery stated that the City had contributed $1,000 last year and had allowed for the same in the contingency fund this year.

 

Mayor Flanery announced that the City had two new full-time employees, David Shrout at the Utility Plant and Jason Syck at the Street Department.  Mayor Flanery also announced that Leonard Rice had resigned from the Street Department.

 

There being no further business Councilman Manning moved to adjourn at 7:45 p.m.  Councilman Haight seconded the motion.  All were in favor.
