There was a special meeting of the Flemingsburg City Council Thursday, July 14, 2005 at 5:00 p.m. in City Hall. Council members present were Marty Voiers, Carl Haight, Nancy Suit, Scott Manning, and Meredith Story. Mayor Louie K. Flanery presided.
Gene Myers with the Laurel Run Management Group addressed Council regarding the Fischer building. Myers stated that he was contacted by Steve Miller of BTADD about management of this facility. He and his group took over approximately three weeks ago. He has been working with Kentucky Housing, BTADD, and James Hay to develop a tenant based rental assistance program. Funding of $110,000 is available through Kentucky Housing Corporation. Myers stated that this would supplement seventeen households for two years with $100,000 going to rental assistance and $10,000 going to administration fees. Assistance would be available to anyone living in the Renaissance area, not just the Fischer building. Tenants would be required to pay 30% of their income toward rent, 70% would be paid through the assistance program. Myers stated that the program was for residents fifty-five years old or older and the maximum income for a single person would be $14,290 annually. Rent for a one bedroom unit would be $354 and a two bedroom unit would be $437 with an allowance for utilities of $60 and $70 respectively. To be eligible, Codes Enforcement Officer Gene Schwartz would have to do a housing quality inspection. Funds would be available for the first year and could be available for the second year with approval.
Myers stated that five units had to be rented to meet the requirements for the tax credits. There was one tenant when his company assumed management, three more have moved in and another tenant will be moved by August 1st. Myers stated that if the units had not been rented by the deadline the Peoples Bank could have recalled their investment and demanded reimbursement from BTADD and the City of Flemingsburg. If this rental assistance program is successful they can reapply in two years. The funds are a direct grant to the City with no match. Councilman Voiers moved to adopt Resolution No. 05-7-1 authorizing the Mayor to apply for funding through the Kentucky Housing Corporation. Councilman Story seconded the motion. All were in favor.
Mayor Flanery and City Council members were presented with a letter of resignation from Councilman Robbie Graham effective July 12, 2005. Councilman Story moved to acknowledge receipt of the resignation letter and approve Councilman Graham’s resignation. Councilman Manning seconded the motion. All were in favor. Mayor Flanery asked for an interview committee to fill the vacancy. Councilman Voiers, Councilman Manning, and Councilwoman Suit volunteered for this committee. They will meet August 1st to review applicants and make a recommendation to Council at the August regular meeting.
City Clerk Joy Roark presented the second reading of Ordinance No. 7-05-1 amending the Occupational Tax Ordinance. Councilman Manning moved to approve. Councilwoman Suit seconded the motion. A roll call vote was taken with all voting in favor.
There being no further business, Councilman Manning moved to adjourn at 5:30 p.m. Councilman Haight seconded the motion. All were in favor.
