There was a special meeting
of the Flemingsburg City Council Thursday, November 30, 2006 in the City Annex
at 5:00 p.m. Council members present
were Nancy Suit, Georgianna Sparks, Meredith Story, Scott Manning and Mary
Voiers. Councilman Carl Haight was absent.
Mayor Louie K. Flanery presided.
Councilman Manning led
the Pledge of Allegiance.
Councilman Story addressed the council regarding water
testing. Story reported that he had
contacted several labs and some were not certified to do the test. One lab couldn’t do the test because they
were already doing work for the City.
Story recommended Micro Lab out of Louisville, KY. They would charge $40.00 per hour to draw samples
and $14.00 each to test the samples. He said if we draw the samples and send
them to the lab it would save some money. Councilwoman Suit did not think that
would be a good idea; the lab that does the test should draw the samples. Council concluded that would be best.
Councilman Story said that Gary Crabtree, who works for Micro Lab, is
experienced in working with well water.
Councilwoman Sparks asked if they would only test the water of people
who had complaints. Councilman Voiers
suggested random testing. Mayor Flanery
said it would be discussed with the lab that does the testing. Councilman Story
stated he had spoken with Western Fleming Water and Fleming County Water
Association about joining the City in the water-testing project. He asked each entity to allocate $1000.00
toward the costs of testing the water. That would be a total of $3000.00 for
testing. Western Fleming didn’t think there would be a problem, but were going
to poll their members. Councilman
Voiers moved that the City allocate $1000.00 for water testing even if the other
two entities didn’t contribute. Councilwoman Sparks seconded. All were in favor.
Mayor Flanery reported that the City had committed to
buy 800 recycling bins from The City Of Vanceburg. The bins needed to be stored until the recycling program was in
place. Councilman Story offered the basement
of the old Honda Shop on Elizaville Avenue, which is owned by Story, his
brother and sisters. Story offered the
space rent-free for three months (Dec.- Feb.). Councilwoman Sparks moved to
accept the offer. Councilman Manning seconded the motion. All were in favor.
Mayor Flanery suggested putting the property address
on the bins to discourage theft. It
was recommended that the Ag dept. at the high school be contacted to do the
stenciling and painting. Mayor Flanery
said that Larry Dearing works for Stephens trucking and offered to pick-up and
deliver the bins at no charge for his time.
The only costs would be to Stephens trucking for use of the truck.
Mayor Flanery said the Industrial Authority was
looking for an EDC Specialist who would be dedicated to bringing industry into
the Industrial Parks. The pay and
hours have not been determined. Danetta
Barker suggested they consider Romey Griffey, who recently retired from the
City of Maysville. The City has
budgeted $30,000.00 per year to fund the EDC.
Mayor Flanery stated that these funds would still be needed to support
the Chamber’s operations. The Fiscal
Court has already approved dissolving the interlocal agreement for the
EDC. Councilman Story moved that the
City dissolve the Interlocal agreement as well. Councilwoman Suit seconded. All
were in favor.
There being no further
business Councilman Manning made motion to adjourn meeting at 6:45 p.m.
Councilwoman Sparks seconded. All were
in favor.
