The Flemingsburg City Council held their regular monthly meeting December 13, 2004 at 7:00 p.m. in City Hall.  Council members present were Marty Voiers, Carl Haight, Nancy Suit, Georgianna Sparks, Meredith Story, and Scott Manning.  Mayor Louie K. Flanery presided.

 

Councilman Manning led the Pledge of Allegiance.  Minutes of the previous meetings were presented.  Councilman Manning moved to approve.  Councilwoman Sparks seconded the motion.  All were in favor.

 

Fire Chief Jerry McCloud and Rusty Bryant presented the Fire Department report.  It was noted that fire calls for the year were down and the losses were minimal.  Councilman Story moved to accept the Fire Department report.  Councilman Voiers seconded the motion.  All were in favor.

 

Police Chief Danny Carpenter reported on behalf of the Safety Committee. Parking regulations and codes enforcement were discussed.

 

Councilman Story reported on behalf of the Dispatch Committee.  The committee reviewed the interlocal agreement and, with a few wording changes, the agreement was acceptable to both the City and the County.  City Attorney Tom MacDonald will present the final document to Council at the next meeting.  If approved, the agreement will then go to the Attorney General.  Councilman Story stated that it could be April before the agreement is approved and the committee recommended that the new board be in place at the start of the next fiscal year in July 2005.

 

Councilwoman Sparks reported on behalf of the Building/Grounds Committee.  It was recommended that the buildings formerly known as the Kozy Nook and Helphenstine properties be secured for the time being.  Plans for a green space in the rear of the buildings is being considered when weather permits.  The Committee is also looking into other ventures but there was nothing to report at this time.

 

Councilwoman Sparks also reported on behalf of the Finance Committee.  Options to market natural gas were discussed.  The Committee is looking into marketing programs used by other Utilities.

 

Police Chief Danny Carpenter reported that Police Recruit Falon Fugett had passed his final test at the academy and will graduate Friday, December 17th at 11:00 a.m.

 

Streets Supervisor Jim Compton reported that the new police cruiser would be ready for the road by Wednesday afternoon.  Compton stated that he was well pleased with the new garbage truck recently purchased by the City.

 

Mayor Flanery stated that the County had loaned their equipment and the City had furnished the blacktop to resurface the parking lot at the top of the courthouse hill.

 

Councilwoman Suit reported that, with the recent high winds, there were a lot of limbs down.  Jim Compton said that the chipper had already been removed from the truck and the salt spreader put on, but if the problem grows he will find a way to get the limbs.

 

Wastewater Supervisor Dale Clary stated that the 201 plan was nearly complete and he expected a draft by the end of this week or the first of next week.  Councilman Voiers questioned the status of the odor problem on Elizaville Ave.  Clary said the weather change had eliminated the odor for the time being.  He had checked with the developer of the property behind these residences and he had agreed to let the City hook into the new line if the City would maintain it.  The State had recommended that they feed chemicals into the station at the nursing home during the summer months.  There is a manhole in front of Libby’s Flowers and Gifts.  A drum of chemicals and a pump could be installed to feed the station. Clary stated that he had a pump with less than 10 hours usage that needed to be repaired.  It would cost about $500.  A small building around the area would also be needed.  Clary thought it could be built for less than $1000. When Ewing hooks into the City’s sewer line, the station at the nursing home will have to be upgraded.  For the time being, Clary felt that this was the most feasible alternative.

 

City Clerk Joy Roark reported that the annual audit was nearing completion and Robert Montgomery expects to present the audit report at the monthly meeting in January.

 

Councilman Voiers commented that Maysville was taking steps to deal with dilapidated properties and questioned if Flemingsburg could do the same.  Councilman Story pointed out that HB 273 allows cities to add premiums to property taxes to cover the costs of cleaning up the property.  Voiers questioned the kind of funds used to condemn properties.  Mayor Flanery stated that he was researching the matter and will review it with the City Attorney.  Voiers questioned the progress on the streetlights downtown.  Mayor Flanery said that the contractor had ordered them from State Electric.  Voiers expressed concern about an open field at the end of the street crossing Alice Ave.  Residents were complaining about vehicles entering the field and he wondered if the City owned the land or if it was private property.  Tom MacDonald said he would check into it.  Voiers questioned if there was any way to widen the old Dairy Queen street.  Jim Compton commented that there were gas lines on the right side and not much right of way on the left.  He will discuss this matter with John Sims.

 

Councilman Haight reported a night-light behind the courthouse was malfunctioning.  Haight also questioned the natural gas supply and gas rates.

Mayor Flanery said he was looking into increasing gas rates.  The current rates were based on $5.00 gas.  The City’s average price in December was $6.60 so the rates will have to be raised accordingly.

 

Councilwoman Sparks questioned the status of the Foxspring Ave. Park.

 

Councilman Story asked if signs and lights had been ordered for Country View Heights.  Mayor Flanery commented that those streets have not been dedicated to the City.   Councilman Voiers pointed out that the entire subdivision is in City limits.  Mayor Flanery said he had no problem putting up the signs, but noted that the City can’t repair the streets until they are dedicated to City.

 

Councilman Manning reported some signs on Crest Ave. that needed repaired or replaced.

 

There being no further business, Councilman Manning moved to adjourn at 8:08 p.m.  Councilman Haight seconded the motion.  All were in favor.
